How do I know the percentage of tax withheld?

Once I started my state return, it asked if my employer withheld income tax of more than 3.07%.  Do I figure that out including all of the income tax (federal, state, and local), or just state?  My W-2 doesn't have any percentages on it.

The percentage they are asking about would only involve your state wages.

Divide the State Income Tax withheld (Box 17 of your W-2)

by State Wages (Box 16 of your W-2)

So as an example:  If you had $403 in withholding and 12,000 in wages, you would have 403/12000 = .03358 or 3.358%
