Again, there are numerous "Safe Harbor" elections that apply to "small taxpayers."  That term is meaningless unless you reference the specific regulation or topic being discussed.

Let me simplify it for you:  the election that involves the 2%/$10,000 has nothing to do with the De Minimis/$2500 election.
