State Tax Virginia Social Security

Last year we Did not have VA tax withheld from Social Security and it caused us to pay VA tax when we filed ! Why didn't this show up this year ?

I do not know what caused you to owe tax in Virginia last year, but it wasn't Social Security, which is not taxable in Virginia.

Did you have some other income last year besides Social Security that Virginia might have taxed that you don't have this year?

What do you mean by "this". Social Security Administration (SSA) can't withhold state tax from your benefits,

Not exactly true. VA doesn't tax SS benefits.
