When I check the status of my State return it says recieved 2/15. Then it shows pending. Is that normal for them to receive it and it not show its been accepted?

Did you e-file? Did you click a big orange button that said “Transmit my returns now?”
When you e-file your federal return you will receive two emails from TurboTax. The first one will say that your return was submitted. The second email will tell you if your federal return was accepted or rejected. If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.
First, check your e-file status to see if your return was accepted:

If the IRS accepted it, what does it say here?
Or does your account say “Ready to Mail?”
Note: If it says “Ready to Mail” or “Printed” that means YOU have to mail it yourself. TurboTax does not mail your tax return for you.
My state says they received it on 2/15. Then shows pending. When I search it on the actual check my refund site it says "Your refund information is not available for your Individual Income Tax return. Please verify that you entered the correct tax type. Given the recent impact of the Coronavirus to the State of Ohio, please allow several months for your paper return to process. For faster processing, even if you have already mailed in a return, we recommend you submit your return electronically using our free I-File , or file electronically using a commercial software product or tax preparer. If you have additional questions, please e-mail us" when I go back and check on my account it shows as being e-filed not mailed in. I also checked my emails and never saw a email regarding my state refund.
It is normal for the state to show pending initially. Each state has their own timeframe for getting the most current information uploaded for taxpayers to use as verification on their site. The tax type simply refers to individual income tax, as opposed to sales tax, or some other tax. Continue to check your state website for the most current information.
If you are confident that both your state and federal were e-filed based on your selection and the information in your TurboTax account as noted by @xmasbaby0.
