There has always been 1 state return included. Now this year I learn they expect me to pay $40 extra. Feeling ripped off!

If you purchased the Deluxe desktop software from TurboTax there is one free state program download included in the purchase price. Any additional state program needed would be an additional charge of $45.
The $40 charge you see is not for a state tax return. It is more than likely the fee to pay the TurboTax account fees from a federal tax refund. Did you select this option to pay for the $25 state e-file charge?
In the File section of the program go back through from the beginning and you will be asked if you still want to have the fees deducted from the federal refund. Just answer No and the fee will be removed and you can pay the $25 e-file fee with a credit card. Or if you do not want to pay the $25 fee, print and mail the state tax return.
Appreciate the reply, but Turbo Tax was indeed trying to charge me $45 to complete my state tax return. PLUS the $25 e file fee. Finally called Turbo Tax and talked to a nice representative named Katrina. After spending about 45 minutes on the phone with me, she finally was able to provide me with a code that waived the $45 fee and she threw in a free e file to boot. Still not sure why it happened, but it appears to be rectified now. It wasn't easy!
