Spouse works in CA but is VA resident due to military husband. Do we need to file both a VA & CA state return if she earned income in CA even though shes not CA resident?

basically she needs to file a CA return if she earned money in CA (from working in CA or having a business/rental property etc.) *and* has total (not just CA) income more than this chart:

https://www.ftb.ca.gov/forms/2017-California-Tax-Rates-and-Exemptions.shtml#ifr

If there was CA withholding, then she probably wants to file a CA if she can get a refund of that. (At least run the numbers in a mock return).

But be sure she is actually considered a VA resident. See this TT FAQ on military spouses not always inheriting their active duty spouses state residence. I do not know the details, but just be sure you have that right (you may well, I just don't know).
