A State Tax Refund is taxable if you itemized deductions on that prior year's federal return and took a deduction for state income taxes instead of the sale tax. You got a deduction benefit for it so now you have to include it as income. If you took the standard deduction it is not taxable and you don't need to report it.
It does not matter that you no longer live in Oregon, you still report the state tax refund received.
To enter a state or local tax refund (Form 1099-G) -
Or enter state refunds in the Search box located in the upper right of the program screen. Click on Jump to state refunds
if you used Turbotax last year it there should be a state tax refund wks in the 2020 tax file which will compute if any is taxable.
otherwise, you haven't given us enough info. did you use the standard deduction in 2019 in which case you would not report it at all
in other situations you may need to report it or not and how much is taxable if any becomes complicated. see 1040 instructions page 85 and the worksheet on page 86. however, if any of the conditions on page 85 apply then you need to refer to pub 525 page 23 to determine if any is taxable. however, if you used Turbotax last year it there should be a state tax refund wks in the 2020 tax file which will compute if any is taxable.
