You can still file federal. Just click the circle that says "I'll file state later" under State and you can continue as normal.
This worked for me. But still very annoying.
Saw that option, tried, but it did not remove it. Restarted the program, tried again, same. Thanks.

Had the same problem,
1) Open your file where it is stored on your computer. This will bring you to the "Continue" button.
2) Go to State and hit "done with States".
3) When you get to the page where you tell them to "electronically" file hit "yes". Right under that is another question about filing State Tax electronically. HIT "NO".
That should do it.
The workaround is to go ahead and file for the Washington credit. TurboTax then comes back and tells you that you are ineligible for the credit (duh!). I had to fill in today's date for the filing date (usually TT fills that in for you). Anyway, it then let me e-file the federal form.
Intuit Software really screwed up on this one. 25 lashes with a wet noodle for the IT test team at Intuit.
I followed Turbo Tax's suggestions.
I do not have Working Families Tax Credit Application under forms. So there is nothing to delete.
Seeing this as well - I have no "Working Families Tax Credit Application" to delete.
I tried downloading the WA form, said I didn't want to try Working Families Tax Credit Application, and get a download error. Try to file, and I get a error about a missing WA form(s).

I know before this year if you were able to claim the working family tax credit, TurboTax let you know if you were eligible then you had to file it separately by going to the Washington working family site and applying. This year turbo tax can file that part for you along with tax return if you qualify. You then get back $1,200.00 separately than your tax return. Not sure if this helps but maybe that's why it looks different then before as far as the Wa state part
And, even worse for me, I need to file in CA and it wants me to pay another $45 for the privilege when I have never had to do that before. This is a mess!
do I just e file the deferral return and ignore the WA return by select " I'll do It later" ? is this gonna be fine without getting trouble ?
The program is doing this because the state of Washington has a new credit for families called Washington State Families Tax Credit.
If you don't qualify for this credit or you don't want to claim it. You can delete your state return by following the steps below:

I, too, am having trouble with this. I live in WA state and do not need to file a state return. My wife works in Oregon and we need to file a non-resident return for Oregon. As such, the program is expecting me to pay $45 to file in Oregon because WA State is using my 'free' state. Never been an issue before. Unacceptable.
There is no 'Trash can' icon next to the state like the Intuit employee @LeticiaF1 is saying.
If I create a new return and import my 2023 taxes, the Washington box immediately shows up at the top of the program. It's like it is assuming that, because I'm a resident of WA, that I will be filing a state return. NO!
Listen to the consumers. There is a problem. Get us to the right people to fix it! Intuit just trying to money grab. Maybe I'll spend my money elsewhere next year.
If you cannot remove the WA state module, please Contact Support to have them switch your included state to Oregon. @RPAR1986 - Reference ''billing issue'' so you get to the right person.
I am on the phone with support right now and they took a look at my return and can't figure it out. Mentioned something about at state_wa.dat file, but can't give me a definite location of where to find it on my computer (Uh, what?) - I even searched and cannot find it. When I explained what @DawnC said, he told me "It shouldn't be a billing issue, as it is definitely a program issue".
After about an hour, they transferred me to the 'Resolution desk'. Gwendolyn was very helpful, she ended up comping me the state download for Oregon.
