Are the state amounts on your W-2s different? Or do you have a W-2 showing New York income and withholding and a second W-2 showing Pennsylvania income and withholding?
TurboTax will transfer state withholding to whatever state you put down as your state in Box 15 of the W-2 screen. If you choose NY in Box 15 then all the state tax withheld will transfer to your NY return.
If your pay stubs show PA withholding, you can either change Box 15 to PA or you can add a second row for PA and add income and state withholding. You would also have to adjust the NY withholding in the line above to whatever NY amount was withheld from your pay. If that was $0 enter $0.
To get back to your W-2

To get back to your W-2
I added the PA W-2 information, as you suggested and the issue is now resolved. The problem is that I didn't even realize that I had received a 2nd W-2 form at the bottom of my document, as it didn't even occur to me you could have more than one.
