Wants to Charge me for State Download

Purchased TT Deluxe download, which includes Federal and State + Federal E-File.

Program says "State not Installed." When I try to install it, it tries to charge me $45. Why?

It should not prompt you to pay since the download is included. Please reach out to TurboTax Customer Support to for assistance.
