The New Jersey tax that your mother paid at the time of the sale has to be entered in the federal interview in TurboTax. According to the instructions for Form NJ-1040NR it's considered a payment of New Jersey estimated tax, not withholding. Here's how to enter the estimated tax payment in TurboTax.
The amount of tax paid will appear on Form NJ-1040NR line 46.

Did you actually get the refund from NJ? I followed the same process, with the exact situation - Non Resident, sold home in 2019, and they did not refund the tax paid at the time of closing (GIT-2). Would appreciate if you can share your experience.
To get the refund (from NJ) of the NJ Non Resident Seller's Tax Prepayment, you must file the NJ Form A-3128 and submit the form with all required information and documents. This is situation unfortunately is not addressed in the Turbo Tax software for NJ
TurboTax is designed to address annual New Jersey income tax returns. The A-3128 is not part of the New Jersey Individual Tax return, and so it is not listed as a form that TurboTax supports.
In part, this is because the A-3128 is asynchronous to the filing of the annual return - it might be filed in a year other than when the corresponding NJ tax return was filed or it might never be filed at all.
