Hi, I plan to use Turbotax Premier to complete and file my federal return. If I buy the desktop software, it includes the ability to prepare my state return, and then I can print the documents and mail them myself at no additional charge. Can I also do this using the online version? That is, after I complete the federal return, do I have the option to print my documents for my state return and mail it myself to avoid the state e-filing fee?

No. The Online version are completely different and priced differently. In Online the fees are to prepare the federal and state returns whether you efile or print and mail. Efiling is free and included.

The Online web version is only good for one account and one return. You can log in and access your return from any computer. You only can see the forms after you pay and download the pdf. And you might need to upgrade to a higher version to enter different kinds of income. There are 4 Online versions. And you can add LIVE service or Full Service for expert help.
You can see the Online fees here, there are 2 tabs at the top to do it yourself or have an expert

You are allowed the option to print and mail any and all of your returns. In the Desktop programs, there IS an additional fee to e-file your state return. You can avoid that fee by printing and mailing your state return.
In the Online platform, there is no additional fee to e-file your state return, but you must pay an additional fee for the state tax preparation program. Most of the Desktop programs include ONE state tax preparation program.
