Severance pay received from california as a non resident

Severance pay earned from work you performed in CA is taxable by CA.  If you're a resident of TX, then you must file a non-resident CA tax return to report that income (and any other CA-sourced income you might have).  If your withheld CA taxes exceed the CA taxes you owe, you'll receive a refund of the excess amount.
