I am having the same issue. I tried on both my laptop in Chrome, and on the Turbo Tax app. The same page just keeps reloading asking if my spouse was an eligible Virginia educator.
Can you try this again and let us know if it is still an issue? I just used the Online product Chrome under Win 11 on my laptop, and did not have a problem. Because there were updates to Virginia on 3/1/23, I want to see if this was addressed before pursuing this.

Are you using TurboTax Desktop? If so, you may need to do an update to the software. An update was issued on 3/1/23; the update will not be available if you have not updated your software. To update your desktop software, follow these steps:

I tried a couple of other programs but they didn't have the option under the Virginia tax return at all. I guess I'm going to file my federal by tomorrow and wait on my state since it's not actually due yet.
It would be helpful to have a TurboTax token. The token provides a sanitized version of your return. We will be able to see the numbers but not any personal information such as your name, SSN, or address.
If you would like to do this, here are the instructions:
In TurboTax Online, go to the black panel on the left side of your program and select Tax Tools.
Then select Tools below Tax Tools.
A window will pop up which says Tools Center.
On this screen, select Share my file with Agent.
You will see a message explaining what the diagnostic copy is. Click okay through this screen, and you will get a Token number.
In TurboTax CD/Download versions, go to the black panel on your screen and select Online.
Scroll down and select Send tax file to Agent.
You will see a message explaining what the diagnostic copy is. Click send through this screen, and you will get a Token number.
Reply to this thread with your Token number.
We will then be able to see precisely what you are seeing, and we can determine what exactly is going on in your return and provide you with a resolution.
Did you ever find a solution to this? I'm having the same issue and after 40 minutes on the phone, the turbotax people offered me no assistance or solutions I hadn't already tried.
Once you fill in the information for the screen, select back. The program should be retaining the information. Since none of us are having trouble, we can't replicate your situation without a file.
