On 2021 California form 540 I did not indicate that I want to apply refund to 2022 taxes. In 2022 can I still apply refund from 2021 to 2022 taxes?

If your 2021 CA return has been processed and you received your state refund---which we can probably assume has happened---then no, you cannot apply a refund you already received last year to your 2022 tax due.
