I can recommend you review your tax return against the notice sent by the IRS. Review your source documents to ensure the amounts you reported on your return match your source documents.
If you did make estimated tax payments, ensure you only reported the estimated tax payments as they applied to 2019.
If you determine the IRS was correct with it's adjustment, you do not need to do anything.
If you feel the IRS made an error and you did make an estimated payment that they do not have record of, you can respond to the notice based upon the notice instructions.
I filed on 4/11. According to Turbo Tax I am supposed to be getting a $1838 federal return and $513 State return.
The state return,when tracked, was to be posted to my acct today, 4/17. I looked at my acct and saw that the state of Massachusetts TOOK $513 FROM my account. How could this mistake happen?
Maybe the refund is showing as pending?

No, my account has been debited $513 not credited. The state took the money as though I owed it.
