Moved to Different State - Unemployment Income from 1st State and Subsidized Healthcare from 2nd State

My daughter lived in California through June 2020, then moved to Hawaii effective July 2020.  I'm claiming her as a dependent since I paid for her college.  Her work income and unemployment in California is just under $4K.  I know that she has to file taxes in California for 2020.  She has had no income in Hawaii, since moving there, still receives California unemployment and is covered under Hawaii's Medicaid program. 

1) Does she need to file taxes in Hawaii for 2020 because of the state medical insurance?  I wasn't sure since she's receiving state subsidy. 

2) Fast forward to when we do 2021 taxes. Will she still need to file in California because of the unemployment income?

1. No, she does not meet the requirements to file Hawaii return.

2. Yes, she will need to file CA due to the CA sourced unemployment. She will file as a non-resident.
