TurboTax tells me that it is not necessary to file a TN return unless interest and dividend income is over a certain amount (it isn't). Is it worth it to pay $40 to download state tax return for $40 in the hopes that we might get some kind of credit for a state refund?

If you do not even meet the filing threshold for Tennessee, you would not have anything to file.
However, if you have another state where you have a filing requirement, then it would make sense to file a state income tax return there if you have any withholdings and could be entitled to a refund.
