When i try and efile my state return for Massachusetts it says i cant efile because IT SAYS "RETURNS WITH TAX WITHHELD ON ANY FORM OTHER THAN THE FOLLOWING ARE NOT ELIGIBLE FOR ELECTRONIC FILING: W2, w2-g, 1099R, AND 1099MISC"
The only forms i used for my taxes are W2 and 1098E so what does this mean?

Yes, sometimes a tax return keeps getting rejected no matter what you do.
The instructions for MA Form 1, page 17, say
"Enclose with your Form 1 all state copies of your Forms W-2, W-2G, PWH-WA, 2G and any Forms 1099 which included Massachusetts withholding."
The main thing is to send any forms that show withholding paid to MA. You may need to mail the return to the sate if they keep rejecting it.
