"Let's Download Your Free State" does not work

Those steps didn't help because it says "We don't offer manual updates for TurboTax state software."  So I did it anyway, but it gives me the same loop.  I really don't want to have to reformat my hard drive.  Is there any way to get the state download manually?

I tried the uninstall and reinstall and still encountered the same issue.

I also tried uninstalling and reinstalling - even using system restore - and still have the loop and can't do the state taxes.

I bought the 2019 Premier and I had the same problem when downloading a free CA state. I did uninstall and reinstall 3 times but it was not working and it kept looping around and message came up as it was downloaded ok! although the label did say California but nothing happened!

It seems my problem was the same as all the questions raised in this board and I did try what suggested in this board but it is not working. so please help! Thanks. Luong
