Are you reporting a credit for tax paid to another state? Taxpayers who claimed a credit for tax paid to another state would need to subtract the credit amount from their liability before calculating the credit.
Taxpayers are eligible to claim the kicker if they filed a 2022 tax return. Taxpayers will claim the kicker as a refundable credit on their 2023 tax return filed in 2024.
To calculate the amount of the credit, taxpayers multiply their 2022 tax liability before any credits – line 22 on the 2022 Form OR-40 – by 44.28 percent. Taxpayers who claimed a credit for tax paid to another state would need to subtract the credit amount from their liability before calculating the credit.

TurboTax says I qualify for the kicker. I filed a return in 2022. The state tax summary does not show that a kicker credit was applied. I did a manual calculation of my state taxes and arrived at a tax-owed amount similar to what TurboTax calculated without applying the kicker credit. Something is amiss.
So when you entered the Kicker Credit part of the Oregon interview, what did you enter for the following:
1. Did you file an Oregon return last year (yes/no)
2. What was your filing status last year (Single, Married Joint, etc.)
3a. What was your Oregon 2022 tax liability
3b. What was your 2022 credit for income taxes paid to another state
4. Did your spouse (if one) file an Oregon return last year
5. The next screen is your Kicker Credit. This should appear on the Kicker Worksheet and on line 38 or the OR-40.

I apologize. The answer was right under my nose. The kicker is included under "Total payments and refundable credits" on the state summary in Tax Tools. It's not explicit, though. I realized that the amount there was larger than the taxes withheld and subtracted my withholding. The difference was the amount TurboTax calculated for the kicker. Thanks for your patience.
