Is state download tied to a single tax return file?

I backup my 2019-tax-return-in-process file.  Purchased 2 additional states for a total of 3 states (CA & KY & VA). Purchase process and download went well.

Started working on the state returns, but needed to go back to a previous point. So I saved the current tax return file and proceeded to open the 2019-tax-return-in-process file. The 2 purchased states do not show up on the menu bar. Turbotax does not do anything when I click on either KY or VA, nor does it prompt me to purchase the states.

Re-opened the previous saved tax file and both KY and VA shows up on the menu bar and it continues to work when I click either KY or VA.

How do I get the extra states to work?
