I have not received my tax returns from 2018. It was accepted by the State of Rhode Island on 01/28/2018 , so I’m not quite understand why I can not claim my tax money.

Are you looking for a 2017 refund you filed in Jan 2018? Or a 2018 refund filed in Jan 2019? You have to ask the state where they sent it or if they kept it.
