I didn't work in New York in 2020 but there were taxes withheld for New York. How can I get the refund. I put 0% income allocated for New York, but it can't e-filed because Tubo Tax says it will be rejected.

You should be able to e-file if you report $1 in New York income.
$0 may not be correct. You may still owe New York tax if you normally worked in New York but did not do so in 2020 due to the pandemic. New York income and withholding on W-2 boxes 15-20 suggests your employer believes you should be paying NY income tax.
New York says “If you are a nonresident whose primary office is in New York State, your days telecommuting during the pandemic are considered days worked in the state unless your employer has established a bona fide employer office at your telecommuting location.”

Thank you for your reply. It was really a mistake for my employer to have withheld NY tax for me. My primary office is in CA, I had traveled to work in NY for more than 15 days in 2019. However, I didn't and wasn't supposed to work in the office in NY for 2020.
