How to report unclaimed money (Calif.)

If I claimed a large sum of money from the state controller's office (CA)  from my deceased brother who died with no will and I am the only heir,( note: turned in all the paperwork to prove that,)  would that be considered an inheritance or should I report it as income?  I see it as an inheritance but just want to be sure.
