I am required to paper file my federal return because it includes a form 8621 which Turbotax does not support. I am required to electronically file my state return because Massachusetts requires this for those with my filing status. How do I make this work in Turbotax desktop?

Sorry you can only efile state if the federal was first efiled and Accepted. No way to efile state from Turbo Tax. This see FAQ, since your federal was not efiled first.
Can't be done using Turbotax. You'll have to mail in the state return. to e-file state the federal must be e-filed.

however, MA may have a way to use its website to e-file state only. The state return in Turbotax would not be filed if you use this direct method.

I can't paper file my state, they won't accept paper copies for someone with my status.
I also can't use the state level efile software as it doesn't support all my schedules.
I seem to be caught in a no man's land.
What exactly is your status that requires you to e-file your Massachusetts tax return? I don't see anything on the MA DOR web site or in the Form 1 instructions that requires e-filing, except for paid preparers filing tax returns for clients. If you are a paid preparer you cannot use TurboTax to file returns for clients. TurboTax is only for do-it-yourself consumer use.
I'm subject to a new 4% surtax for individuals which requires E filing.

As has already been stated, there is no way to do what you need with TurboTax. The best suggestion I can think of is to go to a local tax professional. A tax pro will probably be able to e-file both your federal and state tax returns for you.
