my question is re New York State - not Federal. I know how to do Federal, but the NYS part of Turbotax seems to allow only applying the whole amount or nothing. SO I STILL HAVE THE QUESTION.

clearly NYS allows one to apply a portion - guesses are not helpful. And both people who responded ignored the fact that I was asking about NYS tax - hence the all caps - I did not want to get a third or fourth person responding to a Federal question, the answer to which is clear. I think this is simply another failure on Turbotax's part, frankly.

I figured out how to do this. It's not intuitive. The first step is one applies as much as the amount owed to next year's taxes (yes or no, no variations); then, when doing the estimateds, there is a step where it asks you how much you want to apply - it's a couple steps in, after the one where it looks like there's no choice. One (as in many Turbo Tax 'games') just has to keep answering the questions and keep moving along with "continue" and you'll eventually get there.
