How do I include W2 and 1099R with Pennsylvania T40 paper filing

Hello.  I need to include W2 and 1099R forms with my Pennsylvania tax return PA-40 paper filing.

Should I staple the W2 and 1099R forms to the PA-40? Is so, where? Is there an order for including these with the return -- does the 1099R get attached behind the return?

The PA-40 instructions are not specific in this regard.

The tax documents showing PA withholdings (W-2, Form 1099-R) should be included just behind the PA-40.  Then add any other PA tax forms behind the income documents.
