Has anyone delt with an offset being deducted twice. It came out of my federal taxes and state. I can't contact new York state it's nearly impossible. Any help?

Federal law allows only state and federal government agencies (not individual or private creditors) to take your refund as payment toward a debt.  Individuals may call 800-304-3107 (offset number) with questions about a delinquent debt.
