This question is for the 2019 tax filing.
My husband and I live in MA. He works in MA, but I work in CT. We file jointly and we both have student loan interest and have the maximum @$2500 deduction on our federal return.
How do we answer the CT student loan interest question?

Since you are non-residents of Connecticut, you wouldn't report your student loan interest on a CT Non-Resident return.
Only the income earned/taxes paid for CT would be on the Non-Resident return.
