Can ?TurboTax check itemized deductions when Federal return is not?

California allows deduction of property taxes, but only if you itemize deductions.  Does TurboTax check to see if itemizing state tax will reduce the taxes owed when Federal tax uses standard deduction?  

My property taxes are around $24,000.00 (2 properties), so Federal doesn't allow them as a deduction.

If you report your itemized deductions TurboTax will give you the greater of your standard or itemized deduction and do the same for the state return.
