Hello....
I did my son's taxes a few weeks ago and it wouldn't let me do NYS because of an update that was needed but I was able to file Federal. Well today the update happened and I have tried to e-file new york state and it is telling me I need to file federal first and doesn't give me any other option. I have tried it ten times and still the same message. Can I just mail it? It says NYS needs to be e-filed so what can I do.

Although you can e-file your federal and state taxes together, if you choose to e-file your federal first, you'll have to wait until that return has been accepted before you can e-file your state.
Once your federal return has been accepted you should be able to e-file your New York State return.

What are the instructions for the download version? All I get is a screen that says 'you must also select the federal return'. The option to select the federal return is not present, probably because I already filed e-filed the federal return and it was accepted.

Other posts show there's a TurboTax bug that is unresolved.
