My dependent is being claimed in idaho both state and federally. Since i live in California would i be able to claim them only on my state return and not federally?

WHAT ??? You can never not claim them on the federal return so you can claim them on a state ... interesting thought though.
And they can be considered on both state returns if they are also allowed on the non resident state.
From the California income tax instruction booklet:
"The persons you list as dependents must be the same persons you listed as dependents on your federal income tax return."
