Here's what actually happens:
1. Driver's license info for spouse 1 then spouse 2
2. "Look over your return one last time"
3. Consent to disclosure, create 5 digit signature Ids (one for each spouse) and click Transmit now.

You are correct Marla. The consent page only applies to the IRS and not NYS. NYS is looking for the checkboxes on the declaration page which don't load for any of us which results in this loop of rejection.
I confirm that I am having the same issue as everyone else, there is no "Step 6," that screen never appears. I have been rejected twice now.
Catina, can you please talk to your tech department and find out why the customer support front line folks like yourself do not know that TurboTax has a bug preventing NY State returns from being processed?

Yes, we can but we likely won’t know for a day or two what the result is. The system tells us everything is 100% OK, allows us to submit and then days later tells us we were rejected. I’ll try again.

I just tried going through the process again, and it still does not take me to a declaration screen. I get Driver's license info, AGI check, then create a 5 digit pin with "Transmit Now" at the bottom. I did not transmit for a third time because it's still broken.
I resubmitted them again yesterday even though they’ve been rejected 3 times. Nothing yet today but it hasn’t been 24 hours yet. We will see
I just resubmitted for the 3rd time. I see some other people did too. We’ll let you know what happens.
I was just told by a phone operator that this is a New York State problem, not a TurboTax problem, and that the solution was to print and file by mail. She could not explain why, if New York State only has an efile issue with TurboTax returns, it's considered a NY State problem and not a TurboTax problem. She also could not explain why some people seem to be able to eFile TurboTax NY State returns and others of us can't, or why that would be a NY State problem and not a TurboTax problem.
I'm going to wait and see if we get yet another different answer before I switch to different tax filing software, but this customer service experience is absolutely terrible.

@Cbowm1 It's possible yours might get rejected again since you resubmitted yesterday. Anyone who submits today should go through.
Catina, if we do not see the missing Declaration page when we try again, is there any reason to think they will be accepted this time?
Yes. The tech team did something. I don't have details of what, but when I get the screen, I couldn't even proceed unless both boxes were checked. I assume something in the background was corrected since you are not able to see the screen.
I literally just deleted my state return and went through it all again and still didn't come across the declaration page or boxes to check! Resubmitted my state return 15 mins ago
