I filed 2 days ago, federal accepted same day, NY state keeps coming back with this error code - twice so far. After reading all these replies I am glad I am not the only one because I was going crazy lol. Its a glitch and they better fix it soon. Maybe we should wait couple of day before refiling. Good luck everyone and happy tax season and I wish you all get your refunds as soon as possible. Cheers
Will do!! As soon as it goes through I will update!

Good news! I just got off the phone with Turbo Tax support, the rep acknowledged that they've received several reports about this issue and currently expect to have a fix in place by 2/12.
Thank you for the update - fingers crossed that it happens on 2/12. I wished they would acknowledge it more formally but Im thankful that I raised it here and see it wasn't just me. I have also reached out to them on X at turbotaxsupport.
If you are getting Reject code R0148 from the State of New York, this is the reason and how to fix it:
You have a missing primary or spouse signature checkbox on the New York E-file Declaration statement.

Trust me I’ve tried this 100 times. But nothing shows up when following those directions. You get to the page to create a pin and that’s it. No boxes to check. No signature to put. Thank you though
You will need to print and mail.
Same experience, it's basically a loop. So there is no fix for this, just a requirement to print it?
Correct. It is a state reject. The fix is to check the box, but if you are not seeing the box, there is no way to check it and efile.
I do wonder if you deleted your state all together and restarted it from the beginning (just the state), if you would find the checkbox? If you do that, can you let me know if it works? I am not able to test this, so I would need to know from a user if that works.
@CatinaT1 The issue is the New York E-File Declaration page never appears. I've tried several workarounds, including deleting and re-entering my NYS return, but nothing I've tried so far has worked.
This is pretty clearly a Turbo Tax bug, and a pretty frustrating one at that. It would be wonderful if Turbo Tax could get a fix in place for this rather than forcing everyone to paper file, which would delay everyone's returns by many weeks.
I spoke with a rep on the phone yesterday who indicated this was a known issue and a fix was expected by 2/12. Hopefully they understood that this issue was a separate problem from the NYS inflation refund issue that many people are also hitting. I'm not holding my breath after reading your responses, but here's hoping.
Catina - some of us are being told that TurboTax has acknowledged this is a tech issue with the software and that a fix may be ready by 2/12. Can you confirm if this is correct? We would prefer not to mail our returns as this is potentially an error on TurboTax’s end.
I deleted and started the State return again. At the end it just took me back to the "fix my return" screen that would basically send me in a loop before.
After clicking fix this time, I've got an error screen. Hope that means you are working on this issue!
I agree with Fmast in this situation. We're paying for the state service with e-file. We should not be forced to mail in our return after paying for the services due to a technical glitch. If that's the case then TurboTax would need to compensate by refunding the state charges to the users they're forcing to mail in their return if they cannot correct the technical issue on their back-end.
This is what I am seeing in the Finish and File section in TurboTax Online:
