PA state tax rollover code H question

I am doing my PA state return. It is stating to check entry- Gross Compensation Worksheet. Basis in retirement plan PA is marked as rollover, however, Federal is marked H (not a rollover), enter cost basis or enter "0".

Why does it say code H is not a roll over when the back of 1099R says is absolutely is into a Roth.

Why does it said that and what to do next?

You should enter the same amount for you cost basis as the rollover (box 1 on your Form 1099-R).
