As a non-resident of Ohio for all of 2021, the main Ohio state tax forms generated for me were the IT 1040, IT 1040 Schedule of Credits, and Ohio IT NRC (Non resident credit calculation).
According to the IT 1040 Schedule of Credits Line 30, the IT NRC should be included as a copy with my state return. However, when I download the PDF, right before e-filing, this document is not included in the PDF copy of the tax return to be submitted. It's also not included in the preview if I try to "Print" -> "2021 Ohio Tax Return" ->"All Forms And Worksheets".
Will this form be e-filed with the rest of the tax return, despite not showing up in any PDF previews? Even if I were to print this tax return to mail it in, I assume this would require me to fill out this form on my own, since it's not included in the PDF preview.

I got in touch with turbotax support about this. They said that this form is not available for Ohio e-file, so I will need to mail in my return anyway. However, that doesn't explain why the form doesn't show up in any print previews of my collective Ohio forms.
I did discover that I can access only the PDF of this form from within forms mode: Open form IT NRC -> File -> Print Active Form...
This at least lets me print something to include with the rest of my return so I don't have to re-create the form myself separately.
