New York State (and Federal) estimated tax payments for the first quarter of 2022 were due on Monday, April 18, 2022 because the traditional Tax Day of April 15 was Good Friday.
In the federal interview I entered my state and federal estimated payments with the date of April 18. On the New York underpayment penalty form 2105.9 this throws my first quarter payment into the second quarter because the forms says the payments was due on April 15 (payment vouchers clearly say April 18). The federal form 2210 was done correctly.

This may not be the official reason per TurboTax to correct this situation (I have not actually found an official version as yet), but my suggestion is to change the date to April 15 to avoid TurboTax from calculating a late payment penalty on the amount for April.
That's what I did for now.
These forms are riddled with errors every year. Last year (tax year 2021) my required installment payment from Form 2105.9 NYS was being transferred to the wrong column on IT-2105.9 (first two columns were reversed). Interestingly the subsequent calculation was still correct (I think).
And on the federal side, I filed my taxes on April 13, 2022 with a small penalty on form 2210. When I opened the 2021 program this year to look up some numbers I noticed that the penalty was different by a few dollars. One of the software updates either just before or sometime after April 18, 2022 changed something. Makes me question everything now.
