It would only be a part of your VA Nonresident tax return....only if you have entered some data for which Adjustments to VA income would be made..so it depends on what is actually entered with your tax return data.
Most of the data, for which Adjustments would be made, would be entered in the Federal section...and even then, "some" additions to VA income would not go to the 763 ADJ unless you are using Federal itemized deductions. While Subtractions to VA income usually do not depend on your use of Federal "itemized" deductions. But it really depends on your situation and what you've claimed in your income and deduction entries.
Make sure you a) fully entered everything possible the Federal section, and then b) gone thru the entire VA non-resident interview, then c) the resident interview for your state of residence ...then d) print out a PDF copy of all the tax forms to see what's actually in there.

It is not unusual for form 763 ADJ not to be generated. 763ADJ has nothing to to with nonresident allocation of income. It has to do with adjustment to federal income, for VA reporting. The most common adjustments being the add back of federally tax exempt interest/dividends and the deduction for interest on federal bonds.
The allocation of your VA vs. non VA income shows on the bottom of page 2 of form 763 (non resident income tax form)
Bottom line, how do I force the generation of the 763ADJ?
The ADJ is generated based on your actual tax situation...it is automatically generated IF IT IS NEEDED.

It would be generated if:
1) You were using itemized deductions in the Federal tax section AND then only if you had tax-exempt income entered there and marked as coming from other state's bonds where you entered them as income in the Federal software section (box 8 of a 1099-INT or box 11 of a 1099-DIV). These would be an ADDITION to VA income.
2) For other unusual things that might be income additions, see page 17 of the ADJ instructions....but whether you have any of these really depends on what you entered in the Federal section:
https://www.tax.virginia.gov/sites/default/files/vatax-pdf/2019-763-instructions.pdf

....for "subtractions" and deductions from VA income where the ADJ might be needed....see the actual form ADJ starting at line 4 (and descriptions of each starts on page 18 of the Instructions):

So having any of those items to be entered...those would force the form ADJ to be generated......but none of those issues may apply to your situation.
_______________
Now, Desktop Software users can make the 763ADJ to display in "Forms Mode" and print it at any time they want, even if it is not a part of their VA tax return......but Online software users cannot, unless they actually have some VA adjustments entered in the interview that forces the 763ADJ to be generated because it will actually be used.
