For the purposes of the State of Florida, it is irrelevant whether the activity is considered a "business" since there is no state individual income tax in Florida (which would include a sole proprietorship).
Unless there is an incorporated entity, neither income taxes nor an income tax return is due. There are, however, various other forms of taxation (see the link below).
