After downloading the Indiana State Tax Return, Turbo Tax is saying a tax return does not need to be filed. I am an undergraduate student at a university in Ohio with my primary residency in Illinois. I did complete an internship in Illinois (66% of my income) and in Indiana (33% of my income). I have completed my State of Illinois return. Do I not need to file a state tax return for Indiana? And, if not, will I be able to get a refund from Turbo Tax?

It depends. You mention you had internships with both Illinois and Indiana, while attending a university in Ohio. An internship is considered a temporary absence that does not change your actual state residency. So the question is what is your true state residency? Is it Ohio? If so, Indiana and Ohio are reciprocal states (Illinois does not have a reciprocal agreement with either state), which would affect the type of return you would file in Indiana if that is the case.
Feel free to provide a little additional detail: What was your resident state while attending school in Ohio? We'll be able to help straighten out your state filing requirements based off of that.
Illinois is my resident state while attending school in Ohio.
If I understand, your permanent residence is Illinois but you earned income in Illinois and Indiana while attending school in Ohio.
File a resident IL return and a nonresident IN return. Don't worry about OH. IL and IN are not reciprocal states so you should have one W-2 showing IL income and tax withheld and a second W-2 showing IN income and tax withheld.
IL will tax both W-2s but will give you a credit for tax paid to Indiana. IN will only tax the IN W-2.
