It depends.  You will definitely want to indicate that your Missouri tax for 2017 was zero.  Most (but not all) states will eliminate the penalty at that point (but you still may be charged interest for being underwithheld).  

Of course, you will want to make adjustments if you can to your withholdings so that you don't owe too much to Missouri next year, or you probably will face a penalty then.

Thank you very much.  My question is very specific to using TurboTax to complete MO Form 2210, including the point that I had no 2017 MO income or tax due.  I used phone support, also, and it remains unclear, so my TurboTax adviser recommended that I check the box to allow MO to calculate my penalty.  The return remained unchanged, including the penalty.  Thank you.

That's a way to go about it.  When you present the facts and circumstances, Missouri may be able to work with you if that's the case.  I wish you the best.
