It depends. You will definitely want to indicate that your Missouri tax for 2017 was zero. Most (but not all) states will eliminate the penalty at that point (but you still may be charged interest for being underwithheld).
Of course, you will want to make adjustments if you can to your withholdings so that you don't owe too much to Missouri next year, or you probably will face a penalty then.
