I am uncertain with how to file my taxes.
I have live in PA all of 2024 and worked in Ohio for half the year where they withheld state taxes and local taxes in Ohio and not PA. I was laid off and then received a unemployment check from Ohio, and now work in PA. What do I do with the Ohio taxes being withheld to Ohio and not PA and the same for the unemployment check.

You will have to file a nonresident Ohio. Because Pennsylvania and Ohio have a reciprocal agreement, you can report zero Ohio wages and you will get the Ohio withholding refunded. Generally, any unemployment compensation received while a nonresident of Ohio is not taxable to Ohio; so you will not report the Ohio unemployment to Ohio.
You will then file a Pennsylvania resident return and report the Ohio income on that return.
In the alternative, you can report the income to Ohio and pay the income tax, then use the Credit for taxes paid to another state on your Pennsylvania return.
I followed the first part regarding the non resident Ohio and put zero wages, but the return is almost 1/4 less than what was withheld.
The reciprocity agreement does not apply to local city taxes. You are not required to file an Ohio local city return, but you are also not entitled to a refund of the city withholding (box19 on your W-2), unless there was an error in the amount. If you are subject to a PA city tax, you should check to see if the PA city will give you a credit for the OH city tax withheld.
