You will have to file a nonresident Ohio. Because Pennsylvania and Ohio have a reciprocal agreement, you can report zero Ohio wages and you will get the Ohio withholding refunded. Generally, any unemployment compensation received while a nonresident of Ohio is not taxable to Ohio; so you will not report the Ohio unemployment to Ohio.
You will then file a Pennsylvania resident return and report the Ohio income on that return.
In the alternative, you can report the income to Ohio and pay the income tax, then use the Credit for taxes paid to another state on your Pennsylvania return.
