Live in Idaho, worked in Washington and Idaho. Can I get a partial credit since Washington has no state tax?

I live in Idaho and worked 20% in Idaho and 80% in Washington. When claiming state taxes do I still owe Idaho 100% of my taxable income?

Yes, your resident state (Idaho) will tax you on 100% of your income, no matter where earned.  And you are correct that if your income was earned in another state and that state taxed you on the income, you could get credit for it on your Idaho return.  But, since there is no income tax in Washington, Idaho will tax you on all of your income.
