My State and Local Tax Refund Summary says I had a refund of $307 from Idaho but I never received them due to fines. What do I do? Just leave it as is?

Leave it as is. It's the same as if you received the refund, and then paid the fines with it.

Leave as is. Fines are not a deduction anyway.
