The Washington DC forms have not been released yet; this means that the forms and the programming behind them (and the testing) are not yet officially available.

If the state is released and the entry for the credit is not there, then come back and make a comment.

The expected release date for DC for Online is 1/31/2019, but you can check the status at https://ttlc.intuit.com/replies/3319879

Turbotax has the form for me, but it's populating it with the wrong child (i.e. it's inputting the info for the youngest, for whom we have not paid for any early learning, instead of the oldest, for whom we do have expenses). How do I fix this?

It also is making me enter *something* for the facility even though my child went to none.

I was resident in DC the whole year but my child was going to a daycare in maryland. Can i still claim the ELTC credit? thank you

Based on the FAQ I initially pointed, your child would need to have attend a licensed facility in DC:

"A child development facility is a center, home, or other structure that provides care and other services, supervision, and guidance for children, infants, and toddlers on a regular basis, regardless of its designated name. Child development facilities must be licensed by the District of Columbia. A list of licensed facilities can be found at <a rel="nofollow" target="_blank" href="http://childcareconnections.osse.dc.gov/MyChildCare/ProviderSearch">http://childcareconnections.osse...>. A child development facility does not include a public or private elementary or secondary school engaged in legally required educational and related functions or a licensed pre-kindergarten education program."

As far as which child the form is populating, I don't have a good answer because I only have one! However, it did ask me to select the one child from the "list."

@TurboTaxBillMc I'mt not gonna do that at this time, but i found that if i went back to the deductions portion of the state return, and said that the child care facility i used was not licensed, and that i paid $0, it said i was ineligible and the return passed review.

@qberna01 later in that same link you shared (paragraph (e) "(e) The Chief Financial Officer may issue rules regarding the records required to be maintained and provided by a taxpayer and a child development facility(!!!) to substantiate any credits claimed under this section." I bet that other agencies in DC (the CFO or whomever) have made rules like what @djwagner00 quoted, and so have in practice clarified the original statute.
