Is UCSF a state government?

I'm stuck on box 12 and the question is: "Is UNIVERSITY OF CALIFORNIA a state or local government?"

Should I answer YES? I believe I'm a state employee as employed by UCSF.

The university is not a branch of the state government. Your answer should be NO.
