The OR kicker is every other year---in odd number years.   There was a kicker for 2023.  No kicker for 2024.  Try again next year for 2025.

Why does it say on the Oregon Revenue website that there is a kicker for 2024?  And I'm also not seeing it reflected on Turbo Tax this year.

Oregon "Kicker" Tax Credit

In 2024, eligible Oregon taxpayers will receive a “kicker" tax credit. Your kicker is either included in your refund or it will reduce the amount of tax you owe.

The Oregon “kicker" tax credit is how the state returns money to taxpayers when there is a revenue surplus. You need to have filed a 2022 tax return to get the kicker credit on your 2023 tax return.

That was for the kicker you could get on a 2023 tax return that you prepared in 2024.

Oregon does issue of kicker for 2024, but it does not show up in Turbo Tax. The line is grayed out.

This is a big kicker, what is happening?

Oregon operates on a two-year budget cycle, so the kicker can only be triggered in odd-numbered tax years when the cycle restarts. The last kicker came in early 2024 when Oregonians were filing their 2023 taxes, so the next one — if it triggers — will be next year, when Oregonians file their taxes for 2025.

 

The kicker credit is issued every 2 years when there is a tax surplus that exceeds the forecast by more than 2%.   See Two Percent Kicker history.
